He's right; HIPAA is kicking into high-gear later in 2013 with the enacting of the Omnibus Rule – raising the fine cap to $1.5 million dollars per calendar year. That alone could bankrupt any practice, but so could losing your server or leaving yourself vulnerable to network attacks.
